I'm afraid I know nothing about UT04 as I don't even have the game.

The standard modeling program that almost all modders use for Unreal Tournament games is the Maya PLE. Alias offers a "Personal Learning Edition" of Maya that you can download for free. The only limitations there are is that if you render a scene, there will be a watermark on it., but there will not be one on your models, only if you render. There is an exclusive plug-in designed specifically for the PLE, so you can export any content from Maya PLE, directly to UnrealEd, player models, weapon models, static meshes, anything.

Here are some sites to get you started.

Alias's official website for the PLE.

Great game development community, with forums, video tutorials, great site to strat off with.

Good luck! :]

I thought there was a modeling program on the third disc of ut2003 , so probably also on the last disc of ut2004 also
and it was for making models ( proably the same program as washu is talking about )
but you have to pay for it i thought ,  $10 or so .

It is the same program, and no you don't have to pay for it.
