Sniper-jumping is really only useful from a standstill, gets lots of height, and doesn't get much horizontal movement. Mortar-jumping can be used during a strafe-jump. It doesn't get as much height, but you can move a lot further horizontally. It's ok for getting to, say, the megahealth on Eternal Arenas, but if you are looking for control you're better off with the mortar.
