(http://www.qeradiant.com/) For modding, the Quake 3 Arena source code (http://planetquake3.net/download.php?op=viewdownloaddetails&lid=1185&ttitle=Quake3_1.32_Source_Code_(Win32)) (here's the Linux (http://planetquake3.net/download.php?op=viewdownloaddetails&lid=1186&ttitle=Quake3_1.32_Source_Code_(Linux)) version) and a bit of C knowledge is all you need for making code changes.
