I read through the Enhanced SOW, and the .223 acquisition is to be used in M4 carbines. Among the characteristics desired of the ammo is no muzzle flash, which implies night ops. I can understand the Army or Marines needing this much ammo, but who is the DHS expecting to go to war against? To put this in perspective, there are about 350 million US citizens.
