Part of humor is taking a cliche and exagurrating it to an absurd degree.  Bush is taking blame for a lot of things, so "blaming Bush for bad weather" is the next logical step in amplified absurdity.  I guess everyone's thinking I'm being deadpan serious here and missed my dramatic sarcasm?  Doom - Huh?
