Uh... that's how "accidental" shootings happen. Read the Rules of Safe Firearm Handling. I can see several he's broken here:
Always keep the gun pointed in a safe direction
That is clearly not a safe direction.
Always keep your finger off the trigger until ready to shoot
His finger is right on the trigger.
Always keep the gun unloaded until ready to use
The exception to this rule is when keeping a gun handy for defensive purposes. However, this scenario is clearly not a defensive situation. Not only that, he's got a magazine in the gun, which may or may not have rounds. Even if it did not, there could be one in the chamber. Guns should always be considered "loaded" until you've cleared the weapon yourself, and then only so long as the weapon is in your immediate control. Once you set the weapon down or hand it to someone else, it should be considered loaded again.

This is not a safe way to use a gun.
Know your target and what is beyond
Target here means "what you are trying to kill." Unless he's trying to kill his friend, this is not the proper application of this rule.
Wear eye and ear protection as appropriate
If the gun goes "bang", his ears are going to ring for a week, and at that range he'll probably get bone splinters thrown into his eyes.
Store guns so they are not accessible to unauthorized persons
I don't think this person should be authorized to handle
ANY weapon.
I know this is supposed to be a humorous posting, but it's stupid, juvenile behavior like this picture portrays that gets people killed and gives ammunition (no pun) to anti-gun people in their jihad against firearms ownership. Unless that weapon is a very realistic airsoft rifle that shoots harmless plastic pellets - and they do exist - consider this a prime example of exactly what not to do with a firearm.[/color] :!:
