If this were happening randomly over a long time in various parts of the world on older cables I would believe it to be just a failure, but five cables, in two weeks, in the same area, that area being the middle east? All internet access out of Iran is unresponsive? This sounds like a prelude to some kind of military strike. I wouldn't be surprised at all if it were some covert ops team from the US Navy or the Mossad doing this. It seem likely, since the U.S.A. goverment seem fond of making covert operations these days.
