Well in all seriousness, removing lead from bullets, and removing other toxic chemicals makes sense if you're wanting to do the following:

1)  Keep your own troops from getting sick.  Not really too worried about the other side, after all.
2)  Keep whoever has to live in the future on the land that's currently battlefield from getting sick

So I don't think it's a bad thing to do, just that it was very badly worded in the article, leading to it being a source of amusement, much like the helicopter landing on the guy.

The cards were used already in Vietnam... but they were death cards (Bicycle Ace of Spades cards), not really 'I hate you' cards.
