You're right it's way to odd. The other thing that came to my mind was that it may done by the gouvernment to track down people who are interested with that kind of things and monitor them.  
I know it sounds extreeme but  they've done a similar thing in UK. Undercover police oficers were supposed to spend time on teen and kid's chat rooms to spot pedofiles. And it worked. They managed to arrest one last week.

Anyway, I decieded to check out that site to see if it's for real. I found a forum  but  registering was disabled and you couldn't view anything without registering.  
But the forums are devided into sections that  seem pretty normal:
You've got the computer security and internet anonymity section,  news and  something called "Red Allert" - Warnings of scammers and rip-offs to avoid.
So it looks pretty harmless but as I said I couldn't read the forums so we don't really know what is going on inside.
